Yes, you can go to Redcliffe and talk with Fiona, gather the agents there, even meet Dorian but, if you go to the Chantry, then side with Templars, you will get a bit of disapproval from Dorian. That doesn't happen so long as you don't go into the Redcliffe chantry.
Just don't do the war table part of that quest and, you can do Champions of the Just instead.

Ok so I need to know during the recruiting process for the mages and Templars can you get into redcliffe just for the quests and stuff and then recruit the Templars?
You can, if you want, and it will be as DarkAmaranth1966 says above.
BUT you may want to decide whether you want to do it for roleplay, or not. Unfortunately, unless this is your second play and you already know all about it, it's rather difficult to make such a decision unless you already know how it plays out. For some people, like myself, if I go for the templars I DO go to Redcliffe and incorporate that into my RP. Other people may feel its best to just decide on the templars immediately based on the behavior of Lord Seeker Lucius in Val Royeaux.

DarkAmaranth only means if you are concerned about getting disapproval from Dorian upon recruitment. If you meet him in the chantry, but go with the templars, he will give disapproval on recruitment because it is essentially like, "You met me and I told you how dangerous this all was, and how immediate the threat was, but you went with the templars anyway." It doesn't matter, really. You can easily make up those points with a quest you get later on to pump up his approval again.
Go with what you want. It will be fine, I assure you.

So basically I can do everything in Redcliffe except go to the chantry after talking to Fiona?
yes because choosing the templars or mages is a war table option *after* you talk to Fiona.
talking to Fiona doens't start it, but gives you the war table green cloud over a big building (how weird is that anyway?!) thing.

One thing I'll add that I sadly didn't realise in my play through - if you've played the previous games and have Alistair as King, you only get to meet him in the mage quest line, not the Templar. That in itself puts me off siding with the Templars again, however their quest is really really good....just depends on who's ruling Ferelden and if you care to meet them or not.
Why they gated that behind the mage quest I don't know, bit peeved about that tbh.
