I completely agree. Too many people keep reporting the people they don't like out of spite and most of the mods follow those reports and hand out warning points. I find this very ridiculous. There should be a punishment for reporting too much and especially if you target the same person too often.
There is:
Site Rules #3:
Do not troll or make personal attacks
Trolling and attacking others, in any form, is not allowed. Trolling is posting with the intent to provoke an emotional response from another user.
Examples include:

I would be able to say that except for one guy in ME:A forums. He was an honest to god bigot, not just trolling for the hell of it. LGBT bashing all over the place. I along with a bunch of people reported him. He got banned. We threw a party.

Wouldn't surprise me.

Kudos for that, seriously 
I've only used it rarely myself. Only on those who kept reporting me out of petty spite and wouldn't/won't leave me alone or who plain out attacks me. Those gave me no choice but I'd never report people because I simply feel offended by their humor lol, no never.

Anyway, did I ever tell you about the story of a grill party I attended? A Josua of some sorts had too much to drink again (he doesn't do alcohol or smoke- because it turns him even worse) :
. He liked telling people how stupid they are - and whilst at it raged so much that white foam was forming on the mouthsides (i erroneously mistaked that for beefroam for some time). He chained his dog coco to the frontwheel of his yellow toyota corolla, but forgot to pull the handbrake. It was easy to spot his car because he always takes the dashboard out to get further mileage- some oldtimers try to reason with him - but gave up after a while- because it turned into a shouting contest since Josua is not interested in facts (fell head first as a baby). The one that dropped him said she was sorry, but, ofc, that didn't fix things.
