Bro: That's pretty much what I was going to say here: when you go to the gym, or any other sports where you can spot definition on leg muscles - you as a guy will get the majority of compliments from ..yep, other guys. Because it is the guys who will notice this, and compare to their own, if so inclined. Women, at least many/most of them (always exceptions but hey), will not pay that much detailed attention to the definition of leg muscles, especially thighs. Surely enough, they will however compare their own leg shapes with other women's, but that's different. 
Again, stating this quite generically speaking; women pay more attention to the upper body. And also the general proportions of everything. Overdone upper body with weeny legs looks out of proportion, hence no joy.

It's also worth mentioning, that as a woman going to the gym, I'd always get more compliments on the development of the upper body musculature - from men! I believe it has something to do with women usually not wanting to develop shapely arms and shoulders. So when those are finally spotted on a woman, even when lifting free weights and none of those finetuning mimsy machines, it is always a bit of a surprise, to the men.
They rarely comment on legs, no matter how well defined.
Now, gluteus maximus shapes are a whole another discussion altogether.. as we all know. I'd say checking out behinds and their shape is pretty much equally interesting for both genders. But(t) I won't even go there.
