Never found current McCree so bad tbh but Roadhog is another one to steer clear of as Winston.
Really though, tanks in general he can really only tickle them. Or charge up Zarya so she can melt his face off.

Pretty much. He's a giant distraction that allows his team to get in position.
So long as you're mindful of not overstaying your welcome and avoid Reaper like the plague, he's easy to be effective with and can be a staple in an aggressive team.
Yeah. I find him really useful in the King of the Hill games since the small area means he can at least weaken and distract the enemy team until the rest of your team gets there. And his Ultimate can knock them out of the area for your team to claim it.
