I think there are less social barriers for surface dwarves in Tevinter, based on Dorian's dialogue with Cadash + the general need Tevinter has for dwarves to feel accepted in Tevinter so their relationships stay good. So I don't think dwarves have the same issues with the threat of slavery like elves or humans do and I think they're probably able to hold positions there that they wouldn't be granted in Orlais/Fereldan, like perhaps academic ones or non-magical military ones, or....I'm not sure what else, because I don't know the structures of Tevinter society well, but he seems to imply they do things beyond the function of the lyrium trade or the Merchants guild.
But related to the topic, that wouldn't grant them any more political power, since they're disenfranchised, just comfort + room to improve their station. The only dwarves who can wield significant political power seem to be the elected representatives of the Ambassadoria and its very unlikely the player character in DA4 will be one of those, imo, unless they want to do a DA:O style origins setup where different backgrounds grant significant differences in social standing that can affect the main plot or a DA:I style setup where the inciting event/main thrust of the story usurps any advantages held there.
