This is not new information. Lightning is the one Storm active you can use with Rift Mage, because Lightning does not cause the Shocked status. It causes Paralyzed instead.
That's why in the discussion about Rift Mage vs. Trespasser electricity weak enemies that you might recall, Lightning was the only skill an RM can take from Storm. I'll try to dig up the link.
EDIT: Oops, I didn't watch the video. I took you literally when you said "Lightning". You meant Storm. I need to watch the rest of the video to be sure, stand by.
EDIT 2: Bug is still there. At 7:40, two of the three targets are Shocked. Then at 8:15 he does Veilstrike upgraded and two of the targets are Asleep (because Weakened on top of Shocked = Asleep). You can see the status of the first at 8:21 Shocked + Asleep. The second one was not Shocked, so it is Weakened from the VS. That's where the mana regen comes from. If all three had been Shocked (and none were Burning, see below), it wouldn't have regened.
Same thing happens in the second example, even though targets were Weakened first, he shocked them, then weakened them again. Look at 8:54, where 2 of the mob go Asleep.
There is also something else going on that he fails to mention, but it is critical. Because he specifically has a fire staff, Energy Barrage is setting some targets to Burning, which means DoT. DoT on Weakened enemies is also boosting mana regen. Nevermind all the fine details of casting some spell a split second after the first hit of EB lands, just put a DoT on Weakened enemies and mana regen takes care of itself. That's why Blizzard is so good.
So, like I said, there is nothing new here. The bug still happens, but as I've said in other threads, the bug is not as bad as some people think it is. It's not like buffed mana regen never happens. It just doesn't happen as much as it could if you avoided Shocked inducing abilities altogether.
P.S. His early comment about PotA Shaken Veil not causing Weakness is probably due to the Asleep bug.
It always works for me, never had a problem with it.
