...Doesn't work?! I received the trinket from Shiara hours ago, but have only now gone to Eletania and unlocked the ruin. Instead of getting the story, I just get one small message saying I'll never solve the mystery...

I've had read it many times before, but it's an odd issue in that it randomly hasn't worked this time.

Odd - I've never experienced anything like this.  Anything really unusual about the choices you've made so far in the game?  What platform are you playing on? (I play on the Xbox 360).  If you're on PC, have you done any file editing or modding?

PC.  No save edits. Only mods are MEUITM, Skip movies, and faster elevators.  The only file edits I've made are necessary ini changes for shadows etc, and I've change the Mako XP multiplier.  I did the missions slightly differently to normal, so I ended up fighting Fist etc before speaking to Harkin, so it's meant that I've not been able to properly speak to him.  I'm not that fussed, as I don't think it has any real repercussions in future games.

The only other thing I can think of is I'm using Origin to play on two different machines, but I've ensures the mods/ini files are the same.

It soulds like something got lost in translation.  Isn't that the message you get if you didn't get the trinket and went to Eletania?

If you go to Eletania without the trinket, you get a one paragraph message saying the mystery will likely never be resolved. If you have the trinket, don't you get warped into a dream/memory state where the Protheans are watching primitive races? Or am I getting mixed up?

Also, I had no idea that with renegade points you can do the Asari mind sex with her...

EDIT: With the trinket, you should get this:

Examining the strange Prothean artifact reveals a small, irregular slot on the underside of the surface. Remembering the strange trinket you received from the asari Consort on the Citadel, you pull it out and place it in the slot. The ball explodes in a brilliant flash of white light, momentarily blinding you and disorienting you.

Slowly your senses return as you wake from a deep sleep. You are alone in the forest, though you are not far from the caves you share with the others in your tribe. There is a pain and a small lump in the back of your skull, as if a chip of flint has been forced under the surface of the skin.

Leaning on your bone-tipped spear for support, you rise to your feet. A sound draws your attention upwards, where a strange creature hovers high above you. It is unlike the birds you hunt by the lake's edge – it has no head and no wings yet somehow it flies. It is a beast of shining silver; hanging motionless in the sky like a cloud. You sense it is watching you, studying you.

Raising a hairy fist, you shake your spear at it in anger and the creature rises up quickly until it disappears from view. With a satisfied grunt you make your way back to your caves and the rest of the tribe.

You fall into the familiar patterns of life – the hunt for food, the struggle to claim and keep a mate, the battles against the other tribes that would claim your territory Days roll into nights and back into days. Each time you rise from sleep there is the sensation that you are not alone; that some "other" is with you sharing all you see, hear and feel. At these times your hand goes to the strange lump at the back of your skull and you remember the silver creature from the sky.

The air grows colder, winter falls. You must range farther for food, clutching the furs tight against you to ward off the chill. It is on one of these long hunts that the strange bird returns. You hear it before you see it, its call a deafening roar as it descends from above, swooping down on you. A single great eye opens on the underbelly, a glowing red orb. You try to run, but a finger of red light extends from the eye and engulfs you, and all goes black again.

You wake an instant later to find yourself on Eletania lying on your back, the Prothean artifact looming above you undamaged and your companions standing over you. They help you to your feet, puzzled. "There was a flash of light and you just sort of toppled over," one explains. "Are you okay, Shepard?" the other asks. You don't answer right away, wondering at the implications of what you have seen: the memories of a Cro-Magnon hunter, captured by an implanted Prothean data recorder. How long did they study the primitive humans, observing them and analyzing the results at their base on Mars? And what, if anything, did they learn from us?

"I'm fine," you finally reply, realizing that this is a mystery you will probably never solve. "Forget about it."

Just so you know: if you complete "Citadel: Asari Consort" before completing "Citadel: Xeltan's Complaint", you will not receive the trinket. Even if you return to Sha'ira later, after completing "Xeltan's Complaint" assignment, you will not receive it as a reward.

It could possibly be the case with you. Not that it really matters, since this particular plot point has no effect on further games.

By the way, just so you know, if you never talked to Harkin during "Citadel: Garrus" mission, during "Garrus: Eye for an Eye" in Mass Effect 2 you will have a dialog option "Who is Harkin?" instead of "I remember Harkin".

OP:  I think Tonymac may be right here.  Are you sure you received the trinket.  I know I've sometimes mistakenly reloaded from earlier saves on the Citadel and forgotten to consult my journal and re-complete tasks that were not actually included in that earlier save.  You should be able to still check your journal to see what was actually done with respect to the two assignments - Asari Consort and Xeltan's Complaint

Both are marked as completed in my logs. Strange one, but like I say, I've had the trinket and mini story many times so I'm not that fussed.

Then it must be a bug, but I've not experienced it yet in more than 15 playthroughs.

Perhaps it was the order in which I spoke the Septimus, Xeltan and Shiara?  I don't remember 100% getting it, but I I'd say it's 95% ha.  I'm going for a paragon run and the only paragon check I've not been able to do is on Eden Prime where you get the pistol.  Every other blue option has been clicked.

I went back to the Consort Chamber, and the door is sealed shut now.  I then returned to Eletania, and nothing has changed. It just states that there is a slot where something would fit in, but it'd be impossible to locate it...

I can even upload screenshots of my mission log if you'd like?

Plus, the fact that the trinket just so happens to fit the floating orb key hole is so extremely improbable that it wouldn't make sense to the story anyway!

Perhaps.  Did you perhaps speak to Xeltan first (which gives you that assignment before talking with Septimus), then Sha'ira, then Septimus, and forget to go back to Xeltan after talking with Septimus before going back to Sha;ira... and then went back to Xeltan after seeing Sha'ira.  If this is the case, Sha'ira would not have given you the trinket, but you could still complete Xeltan's Complaint by going back to Xeltan just to tell him the truth.

Possibly, although that message is hard to follow ha.  I cannot remember now what I did exactly, but it's very likely as you say that I simply didn't speak to the right people in the right order.  For example, I didn't speak to Harkin right away, so speaking to Dr Michel meant I ended up fighting Fist before I spoke to Harkin.  This led me to meeting Tali before I'd had spoken to Harkin about her...
