I'm wanted to know if the amulet of power in crest wood was patched so that you can't get it infinitely?

Yes it has been fixed. Only way to get ti now is either the reusable amulet of power mod or, Cheat Engine to edit story inventory, sell then buy it back and with CE, you can have 1000 of them. Don't really need it though, with all of the DLC especially, you max out and have more points that are really useful anyway.
