Age doesn't always = experience. I'm 26 but my boyfriend is 20, and he's 10x smarter than me. As history would show, there's been great/terrible things done by ages between 12-19 (even still today). Actually, 32, which is what Shepard was around by ME3 (29 in ME) isn't old anymore. My clone, calling me "Old Man" was kinda stupid, because 30s isn't old anymore. If you look at history, 30-40 was middle aged. Death was expected between 50 and 60s. If you were 70-90, depending on region... AND/or religion, you were just lucky, you were considered a wizard/witch; using magic to extend your life unnaturally, god(s) cursed you with immortality, so you could watch loved ones die but not you... etc etc. You were considered a man/woman between 12-19, some were even married at 10 but had sex (that we know of) at 14. Now, average death expectancy in 80-100+. So if you play a character, who's 20-45, you're technically a kid. As age has shifted.
Personally, I'm fine with being a greenhorn. It'll make interesting romances too, as Shepard was older than all of his/her romances. Now it's a switch.
