DOOM 2016 Rocket Launcher.
Two Fire Modes:
1. Fires a single unguided rocket with external explosives, with which can be manually detonated for a larger blast radius. The main rocket continues on its path and explodes on impact.
2. Locks onto a target and fires a burst of three tracking missiles. One to three targets can be selected with the missiles divided accordingly.

For my Engineer at close quarters having an omnitool fire two conductive pathways to electrocute my opponent. Like a stun gun but with considerably more punch. I guess like Mordin shocking the Salarian we get lip from during the Eve rescue mission. Actually I'd like an omnitool that has an upgradeable power tree like any other skill to develop more and varied attacks. Upgrade it all the way and it arcs to multiple enemies like chained lightning - damaging shields, overheating weapons, and potentially stunning opponents.

Soldiers should be able to use biotics and tech as well.
Tech - within reason (incinerate for example, but not hacking as not every soldier is an electronics expert of course!) - I agree with, but not everybody is a biotic (of course they could say every N7 or every person sent on this expedition is, but that would be a retcon and if you send your best an brightest not everybody might be biotic (if they aren't Asari that is!) because biotics are quite random among the races (needs in utero exposure to element zero after all and the embryo needs to survive, too of course))
Still, I agree that most restrictions are quite silly (I've often said it on the BSN: Drop the classes and make the only important decision: "Character is biotic: Yes/No?")

Selective-fire (single-shot, three-round bursts and full auto) shotgun. And without that stupid "no more, than $insert_value$ damage per second/minute" weapon balance principle.
Current Doom one with one of the upgrades is fairly close.
M96 Mattick Auto from the Mass Effect: Infiltrator with added three-round bursts. Or - saying it in other words - Mattock, Argus (with normal accuracy) and Harrier in one gun.

But i would have a voice activated weapon by way of microphone/headset,
Player says cryo ammo in his mic the weapon on screen would display the cryo ammo symbol on screen in game,also for all ammo types,
i would call it the (Krieger A5) with electric flash hot shot amunition,

EM-1 Railgun from the Arnie film "Eraser," complete with x-ray scope upgrade. Though that would be ridiculously OP.
A more likely option is something akin to the Mauler from "Perfect Dark." Basically an alien handgun that packs a vicious punch with a great sound. I hope going into another galaxy gets us access to a plethora of weird and wonderful new alien weapons.

Miniguns. I love those ammo eating bullet wasting cumbersome implements of utter death and destruction more than any other weapon. Nothing says F-you like flinging a thousand bullets into someones general direction.

Dual omni-blades, Assassin's Creed style. Would be bad ass af. I tend to play Biotic characters though so I would love to see Biotics given some love in the game and truly capture the essence of ME1 where you could, as the codex states, clear a battlefield without firing a shot.

If not, Claymoar although the lancer and the ME2 Revenant are also decent.
Also needs more revolvers.

I could definitely see this if we could traverse the environment in the same way.
Personally…
Melee: a biotic-charged hammer, similar to this beauty 
Med range: a mini-gun. There's nothing like keeping the barrells primed just before a foolish mob pops infront of you to get obliterated.
Long range: Quake ]|[ Rocket Launcher 
Last but definitely not least, explosive: Red Faction Satchel Charges
