Help needed with a common DLC issue

Common I'm sure. First what's going on: I'm now on a brand-new computer. On my OLD computer I bought ME2 some years ago, then later used my free credits to download some DLCs (Zieed, firewalker, etc). Everything installed fine and I played much if not most of it.
 
Now I'm getting this new machine up to speed, have Steam back on it, have my games all loaded. 
 
THE PROBLEM: I'd like to re-install those DLCs, but I can't. Well, I can... I have the exe files all backed up on an external harddrive. So I just ran each one from there, loaded everything back to the game (just as before). But when I start up ME 2 I get the prompt that these DLC files need to be authorized, and to "please log in to Cerberus Network to so so."
 
Of course when I try to do that, enter my Cerberus key, I get the message that my key is already in use. By me, presumably.
 
I'm hopeful there's a way to fix this. Is there? Mayhaps one of you kind souls knows what to do and will share.
 
In the meantime pardon me while I grumble. The people who set all this up really dropped the ball on keeping everything user-friendly. I and others like me who want to put everything back as it was on a new computer really should have it easier. It should be that you input your same key and the system accepts it, maybe sends you a verification email, you know... like OTHER sites and games do with similar types of procedural things, downloads, etc.
 
Telling me my key is already in use (thus refusing me access and giving no recourse or options to rectify it) is simply just plain stupid. Being familiar as I am with a lot of other programs, games, coding, scripting, etc, I know full well that something as basic as this did not have to be set up to be so annoying. I'd love it if game developers were reading this but they're all on to the next biggest seller and have long forgotten those of us still slogging away on these 'old' games.
