I have this item downloaded in the game, yet my character still doesn't have the item. Do I get this later on, and if so who would I get it from?

you buy it from a merchant at party camp...its not free. You probably wont be able to wear it anyway early in the game.

no, even the blood dragon set is bought from the party camp merchant. Well i guess bioware thought even if they immediately place it into your inventory..you won't be able to wear them So they might as well make you earn them.
The rings and amulet is an exception though...
