No one is sure how the free College operates. But it is safe to assume that it is no simple "every Mage for himself" policy.
Be it Bright Hand or a simple College of Enchanters, it seems all incantations of free mages make thier own institution of training and housing mages.

Basically a Circle without Chantry/Templar oversight.

But we have to wait till next game to find out the specifics.

Considering non-divine Vivienne's codex is literally the same in the circle and college, it seems certain the college is pretty much a Templar-less liberal circle

Even if Colleges will be without templars, it's likely the local power will have its own magic police since they can get lyrium without needing the Carta now. Actually, that'll probably go for the new Circle as well.

What gets me is why aren't capable nations just doing their own mage schools after Trespasser?

The Chantry has no more hold over mage schools, why allow foreign influence control local mage citizens?

The Mortalitasi can run its own Nevarran school with no fealty or subservience to a foreign power, they don't need the College or Circle to tell them what they should do.

Circle mages were tied to the Circle. Does the College just provide education, or are mages forced to live there? Neither institution seems to have the Chantry overseeing it (possibly)... so... do they have to look to local lords for permission to be in the area and train mages? GWs had to have treaties and could be kicked out, I imagine it'll be the same for Circle and College.

After the events of DAI and the split after Trespasser, I can only imagine mage unity to continue to dissolve, with nations either adopting a Circle or College model but the school being controlled by local powers.

So, the Divine has no real impact on mages. They all release magic management to other powers.

The only impact the Divine has post Trespasser is... lore flavor? Like the leadership to Orz and Fereldan. Putting a mage on the sunburst throne is forcing powers to deal with mages on more equal footing, at least, instead of having mages just be seen as charity cases or burdens. Then again, this isn't just about mages, this is a religious institute that has a lot of dealings with politics, whether it wants/likes it or not.

All three are Andrastian and have worked with the Chantry on some level. None are theologians. Two are capable of playing the Game. I liked Viv more and considered her a better fit. I prefer Cass rebuilding the Seekers and Lel working on her spy network (or retirement) after the Inquisition disbands. Those are the areas they are strongest and have lived most their lives. A politician, a soldier, and a spy.

I just finish my first game of Trespasser. I held the Inquisition together under the Divine Victoria's (Cassandra) rule due to the coming storm. IMHO that was the only logical thing to do.

Just for the change of pace Leliana will become the Divine in next game of Inquisition.
