I keep hearing people say Turians aren't going to be in Andromeda, Is this true?

I'd be surprised if they are not in the game. They are one of the more popular races with the fanbase and they finally added female turians in the last game via dlc. In universe they have too much pull and influence not to be included in the Andromeda expedition. Not to mention the resources and firepower they can provide the expedition.

Garrus is the most popular female option in the game. The race is pretty popular with everyone. If Krogan is in the game, the more popular Turian race is definitely will be in the game. They're also the more ready race to join the new galaxy, they have no weird disease or weaken immune system that prevent them from surviving long term. They're also highly discipline, so they're a good fit as workers and soldiers in the new world.
Even if I haven't seen any Turian, there would be no doubt they'd be in the game.

I refuse to believe they would take out Turians or Quarians. But I would believe if neither races isn't ap art of Ryder's crew. At least for the first game.

To be honest it would not surprise me if there are no Quarians in Andromeda. In fact I am not expecting them.

Perhaps I should say, MW races that do make it will have minimal story time in the game. The exception are the members of your squad, where loyalty missions is de rigueur. Why bother having a human centric story if you bring the MW baggage with you?
Walters or Flynn used the word "PROTAGONISTS". Plus the rumour of a human renegade. Add Outlaw Factions to this brew. Add local threats and making allies that the story material is immense without going back to other MW races and their problems.
This is a new game with new characters, after all.

If your listening to people on this it's probably not true. You can bet there'll be Turians. You got human, salarians, asari, Krogan,etc. Of course well have Turians.I keep hearing people say Turians aren't going to be in Andromeda, Is this true?

Why do you think Bioware would abandon Quarians?
I am looking at this from an in universe perspective. The Quarians have a limited population and most of them are with the flotilla. I don't see the flotilla giving up a significant number of Quarians for a project that is a long shot at best. Not to mention the Quarians are pretty unpopular with the rest of the galaxy due to them being vagrants and creating the Geth. Doubt the powers to be would want them on the ark.
Of course I can see the counter arguments being made as well. The Quarians see this as an opportunity to get their race going again somewhere. Their technical expertise would be invaluable when it comes to the arks and their overall resourcefulness can come in handy when we get to Andromeda. I suppose this one can go either way.

Sorry but what you said simply doesn't matter. It doesn't matter what makes sense or not, if Bioware wants Quarians they will be in, or vice versa.
Even if every single thing you did in ME3 would have led Quarians or any other races to get wipe out, if Bioware wants to write more of that race, they would have found a way to include them. This goes the other way as well. Even if it doesn't make sense for a race to NOT be in Andromeda, if Bioware doesn't want them, they'll find a way to write that in.
