This implies that one ARK may have departed before the others to establish a beach head. Outposts were build in suitable planets and elsewhere. Also this ARK may be purpose built for this task. That is... a more military approach with supporting personnel and weapon hardware since you don't know what's "out there".
One interesting tidbit, from an interview, is that the local indigenous population will react differently, depending on your approach and behaviour towards them. The first ARK may have the N7 guy as the Expedition Commander with a "establish a beach at all costs" mentality. This may cost the follow up ARKs with political dilemmas down the road... making allies.
Another tidbit, from an interview, is that the sequence of exploration activities and/or planet colonization effects the game down the road. Add "freedom to explore" without being tied down to the main story arc and we may have quite an interesting game to play.
