The Disciple's DPS is ~10% higher than the Scimitar's, no matter how you slice it. And that difference in DPS is only going to be bigger once you consider armor DR, which is going to hit the Scimitar harder. Incendiary stacking isn't going to make that much of a difference.
Also, if you're using the Disciple or Scimitar, you shouldn't be relying on your gun to take out bosses anyway. If you're using a gun that light, it's because you want to spam your powers, and one would assume that you would therefore have some strong powers that you could use as your primary means of taking out bosses instead of relying on pea shooters. If you don't need to spam powers, why are you using that gun in the first place? Either take a Hurricane/BPP/CSMG/Eagle/etc. as a sidearm or just slap your Omni-Blade on the Raider or Piranha instead.
Perhaps, but assuming an extended barrel and AP rounds for both, the DPS gap is quite small. Other metrics, like damage per clip, may even be reversed. So my case is that they are roughly equivalent in efficacy so for whatever reasons the scimitar may appeal to some folks more than the disciple. In my tiny baby hands the scimitar is more effective. I get that the scimitar isn't great but saying it's useless is a little bit of stretch. If it was suddenly removed I wouldn't be happy. I'm sure there are some other lost souls out there who would feel the same.
On the second point, I use the OB setup a lot on my melee vanguards (kroguard, brawler) so the power spamming is just for charge. I typically do not charge into bosses. It's a big wonderful multiplayer world. Plenty of room for two dainty birdshot guns.
