You can't really be totally evil in DAI (not that I've ever wanted to be). All you can really do is engineer things so there are negative outcomes at the end. You can be so bad that some people will either leave you or you can punch them, or both. Some people will not leave you no matter what you do, although they can be seriously upset with you and if they end up in positions of influence at the end, like Divine, then it will not work out so well in the future as if you are on good terms with them.
Probably best to play as a mage because then you have the option to make other mages tranquil, which all mages seem to object to. If you accept the role of Herald and claim belief, you may find it amusing doing things knowing you are really a non-believer just playing them. Encourage Leliana to be ruthless and then try and get her as Divine, because that really is not a good situation. With any luck, if you don't get Leliana, you will get Vivienne. Do Bull's personal quest and sacrifice the Chargers. As someone else says above, you can deliberately mess up on war table missions that can have bad repercussions down the line. Also don't forget you are not obliged to save Crestwood/seal the rift in the lake in order to advance the plot, although you might feel it advantageous to capture the Keep. At the Winter Palace do just enough not to get thrown out but leaving you on bad terms with the nobility: again this will result in negative outcomes at the end.
Have you played Trespasser? There are certain things that can occur there which you might enjoy as an "evil" character if you have engineered things in the appropriate way.
