I'm on my second playthrough and I still haven't figured this out. Is having her up for dinner enough to get her to bring up the romance in ME3 or do you have to have her dance for you? My Shepard's currently single and the wiki states that if you save her from Cerberus that she'll ask Shepard about their relationship status after the Cerberus attack. I've already taken the Citadel back from Cerberus and all Kelly has to say now is one of those automated comments "I miss being with you." My Shepard did have her up for dinner but didn't have her dance for me.

If you're on a PC you can install BackOff (BO) which fleshes out Kelly much more and makes her a better ME3 romance partner.
