To defend the shower scene, Patrick Weekes and the others involved did plan on Samantha being naked in that scene, with steam from the shower obscuring the naughty bits like shadows did in ME1 and Liara ME3. But the steam kept causing the game to crash, so out of time they had to drop the idea and use her in underwear. So it wasn't that way because of the reason you are suggesting, but because of technical problems.

All I really have to contribute is that I usually play these games with someone else in earshot, so I'd rather not have Dragon Age Origins' infinite underwear rolling. Get the point across and move on.
