Receiving the gift was optional... so, I sincerely doubt it will have any great significance to ME:A.  Shepard also had the option of completely bypassing the conversation, or any or all of those conversations at the end for that matter.

If plot of ME:A is evacuation of races before ME3 begins, then yes, Liara knows about it (by been a Shadow Broker) and that gift can be described as: Even if we fail today, there is still hope for our races. (An encouragement of some sort).

 

Why none knows about it? Counsel would know from ME1 that Reapers use databases to find out about all possible colonies, outposts and so on to eradicate all possible survivors. So the less people know, the better. For public and even workers it's a military project. All who will fly away are the best of their kind, who maybe discovered what their mission would be right before takeoff. 

All who stayed behind with knowledge of the mission are likely killed or some other method of 100% insurance.

There is a lot that Liara doesn't know even being the Shadow Broker. The Prothean Beacon at Thessia for example, or what was happening in Sanctuary. Indeed, Traynor seems to be much better informed than Liara in ME3.

The way I see it there is a 97,34% probability that the Ark will be a retcon. Just how big is yet to be unveiled. I'd say having any squadmate knowing about it would be terrible.

Thessia's Beacon is something that few Asari know about. I doubt that information about it among highest members of the race is spread via Emails or Selfies. She or any other Shadow Broker would know about it only if the information was leaked... which is hard for me to imagine actually.

 

On the other hand, building all this Ark project (I'm just combining Topic with 1 of the theories which can be false for all we know) would require a lot of communication between many powerful individuals and organizations. Since it's unlikely for them to meet up together all the time and whisper to each other in the ear about new developments, info leakage in X times more possible even if they try to be very careful about it.

 

And yes Liara didn't do well during ME3, but if she did, then instead of the Liara/Traynor joke we would have forum filled with:

WHY ARE YOU FORCING LIARA ON US?!!! Do developers have crush on her?!!! ... And e.t.c.

How would you guys feel if, say, by Mass Effect 7, we get to go back to the Milky Way Galaxy centuries later, and all the races we knew, even the Humans, are just gone? The story for that trilogy could be repopulating the now abandoned home planets, and figuring out just what happened to all the races we knew. Would be a good way to bring the Yahg back, too.

I think this sort of thing was also brought up on another thread... and I'd absolutely be OK with that... but then again, I'm absolutely OK with the move to Andromeda (however Bioware decides to retcon it)... so, I guess I should just move this thought over to the "unpopular opinions" thread, eh?

 

I still think it's unlikely that they would drag in Liara's gift as having any real significance in ME:A.  It was an entirely optional thing; that is, Shepard could 1) turn it down or 2) entirely skip over the conversation with Liara.  It's an easy enough thing for individuals to head canon, though - if they want the gift to signify the transference of "hope" to Shepard before he/she struck out to finish his/her mission.

 

The most likely scenario I see is that the ARKs were built secretly by the Alliance/Council in the 3-year period right after the end of ME1 and before the beginning of ME2 (and I'm guessing they used technology found in the Prothean Archives on Ilos and, perhaps, Vigil's direction BEFORE he actually shut down and possibly even by reverse engineering "Prothean aerostat colonies" - the ruins of which are noted in the Wiki as existing on Agetoton).  There were probably many ARKs built and it is likely that they did not leave the Milky Way all at one time.  That is, some may have left early before the attacks began and others may have been leaving during the ME3 war (for example, the Asari, perhaps having their heads in the sand longer than other species, may have not sent out their ARKs until after the fall of Thessia - explain the Tevos' comment about the "continuity of civilization to consider").  Since the ARKs don't all leave at once... they don't arrive all at once... and this would explain the views of established settlements in the trailers for ME:A.

 

Perhaps by ME7, we'll be ready to calmly digest some knowledge about what happened in the Milky Way long after our own endings... but I'm not holding my breath on that... so perhaps wiping out everyone left in the Milky Way by some other galactic scale disaster hundreds or thousands of years after ME3 is the answer... but I'm not holding my breath on that one either.

Shepard and Liara were the only two beings in the galaxy who saw what went on in that exchange. To put this simply, Shepard is dead in Andromeda, and Liara is either dead as well, or is most definitely (pretty much confirmed) not going to Andromeda.

 

Basically, it was a private exchange, and nobody else was supposed to know what went on during it. For somebody to randomly know what Shepard and Liara shared with each other in Andromeda? Not happening.

Near the end of ME3, Shepard will be walking around the forward operating base in London talking to his/her squadmates. After the turret scene, Shepard will have an opportunity to talk with Liara, if the player chooses. If you've talked with her during the game, she will offer a "gift". The player has the option to say yes or no.
