If the krogan were building their own arks that would be one thing. The question is: Why the hell would we want them coming pre-ME3? They are just a liability.

I still speculate that we're going to spend a lot of time preventing the krogan from breaking as much of Andromeda's things as they want to.
Its simple. BioWare is not ready to reveal any new Andromedon race yet, so they can only show Milky Way races. That means Asari, Human, or Krogan, as those are the only 3 races revealed thus far. It shouldn't be surprising they are focusing on Krogan, given how visible and unique they are.
Can survive all kinds of environments. We don't know what's out there in Andromeda.

Although I'm viewing this from the perspective that this isn't some backup plan in case the Reapers succeed. If humanity and all the races were so prepared why were they so pitifully unprepared? That Asari councilor didn't seem aware of any active plan prior to Thessia being lost. Yet the trailer shows the arks in orbit of earth prior to or well after the Reaper War. Nothing in ME makes me think any government really took the Reapers seriously until they actually showed up. At which point it would be kind of late to conceive, research and build 3+ giant arks that can traverse galaxies. Liara's "dad" stated that nobody was even trying to figure out a means to replace relay travel.

The Asari councilor is also the one who punctuated the loss of Thessia by saying that she had the continuation of civilisation to consider. For all we know, this might equate to the final part of the launch sequence required to greenlight the Ark Project.
Also, there is plenty in ME to suggest that the Reapers were taken seriously (it was a giant vessel that attacked the Citadel, after all). There's also plenty to suggest that the truth was hidden from the general populace while the wealthy and political elite dissected the remains and constructed the evidence into the path of their best expedience.
