Leaving just before the Reapers attack makes it more dramatic and would be a tie to the last game. It also avoids any real decision that would require the need for an import file like genophage cure. I think it likely that this was not a governmental project but rather a private one. Also of interest is that they likely recruited people not by telling them about Reapers, but by selling it as a new colony away from mass relays (not mentioning it was Andromeda). At point of departure they may have been told the full truth.

This is what I assumed. When the the team come back from Thessia the Councillor kinda implies that something like the Ark project is going to take place.
My question is: what is it that is making people assume that the Ark ship going to Andromeda is a human exclusive endeavour? Have I missed a leak about the game somewhere? My personal assumption is that it would be a joint project with any race who wanted to send people away from the Reaper threat, based on the fact that, from the trailers, there are clearly other races in Andromeda that came from our galaxy.
At a guess, it begins before the Reaper invasion of Earth but the arks don't leave the Milky Way until sometime later during ME3 giving Shadow Broker agents time to stow a copy of Liara's galactic record aboard an ark.

EDIT: this was also an interesting retcon when the Citadel DLC came out. Showing the Council had always believed Shep leaves plenty of room for writing in a secret Ark project for Andromeda. Bioware may not need to hand wave as much as people think.

Although the trailer confirms the Arks in orbit around a pre-war Earth, it doesn't tell us anything about when that actually was...and you know what, those shuttles are flying awfully fast and frantically towards the Arks in that cutscene. I bet they will bail right at the start of the invasion too.

It's also possible that they don't leave at the same time. Three are seen in orbit around Earth, but that doesn't mean all three leave Earth at the start of the Reaper War. It's possible the human ark left, and the other two go to fill up on Asari, Turians or whatever. Then, when Thessia falls, the Councilor tells the Asari ark that it's a go and they depart.
Why are we assuming that because 3 are shown in orbit around earth that those are the only 3 that are ever built? Why not, for example, say their were 12 built (3 for each council race)?... with the same picture happening in orbit around each council homeworld, not all at the exact same time but a various times... some leaving worlds under attack, some leaving later. Why stop at just council races? Why not allocate 3 ARKs to the volus, and 2 or 3 to the hanar and drell together, etc.
My Shepard collected a huge amount of resources between ME1 and ME2 that really just "went missing" long before the crucible was even started.
