Just don't wanna rely on it too much
Can a vanguard be effective without biotic charge?

Why even be a vanguard at that point?
You would be better off an an adept or sentinel.

Of course it can still be effective ![]()
I have never played a Vanguard before, but I also don't want to spam Charge/Nova over and over when I do it. My build will focus on Squad Cryo Ammo and shattering frozen enemies with Charge while also using Shockwave, a Shotgun, and Dominate as my bonus power. I will not use Nova. I tried that out in ME3 already and it was lots of fun!
Just try it out and see if you would like not constantly going for Charge and Nova. Reave might be the best bonus power here. Take some biotic squadmates with you to maximise the biotic fun ![]()

In Mass Effect 3 single player? Absolutely.
A YouTube playlist of an early Vanguard playthrough I did. I used a lot of Pull and Shockwave.
Assault Rifle Vanguard by capn233. I cannot remember how often he used versus his other powers.
No Charge Novaguard by capn233 with additional contributions from me.
Cryo Vanguard by Vazgen. Another no-charge variant.
Also by me: Mass Effect 1-style Vanguard test 1 and test 2. Also fighting the clone part 1 and part 2 (both with commentary, so consider yourself warned).

You don't really need to spam charge/Nova. Doing that can actually mess you up a lot unless you are on lower difficulty.

That is actually the most effective tactic with the Vanguard: Charge > Nova > (shoot? >) Nova, then repeat.
Works on all difficulties. You only have to be careful of sync kills. Banshee sync kills are easy to avoid (don't charge when they are charging). Atlas mechs tend to grab after a failed melee. Brutes only grab when they have glowing red eyes, and you can kill then with a Vanguard way before that. Phantoms tend to sync kill after a melee attack.

My experience is Charge followed by Nova followed by my health being dropped to last bar followed by another desperate charge to prevent death. When dealing with any sort of group problem.
I only save Nova for solo or to finish off guys when there are only handful left. Other then that Charge is in combo with incendiary ammo/Reave or other squad mate biotic power to combo them. The Charge is followed up with a fully charged up Venom Shotgun point blank.

Yes it can be effective. It is not as effective as one with Charge. Charge gives you 4s of 50% damage reduction, recharges shields, and detonates all combo types. There isn't another power that does this.
With respect to Nova, if you are finding it tricky to wait around for Charge after using Nova, it may be helpful to think of the power use order as Nova-Charge when Charge is off cooldown. Alternatively if you really want to charge a large group, make sure the primary target is primed as the detonation with stagger other units. If they are alive, you can always Nova-cancel until Charge is off cooldown if you aren't confident an actual Nova will kill them.
