Off the top of my head, I can think of at least two other maps that have snow: inside the Ruined Temple during the Sacred Ashes quest (there's also snow on the mountains up there, IIRC) , and of course at Soldier's Peak. (I always feel really bad for poor Levi and Mikhael, standing around in the cold.)

There is also snow on the exterior pathway to the entrance of Orzammar that you have to go through at least once on your way there.

 

Snow requires humidity. You can have low humidity and still be very cold without having snow.

In general DA games severely lack presentation when it comes to the weather changes.In DAI the frost back mountains have much more snow compared to DAO yet the environment is still not dynamic....The onjly example i can think  of good weather rain effects was in DAA on a side quest on the coast.
