They seem to be a very ancient order of Force users who serve not the Light nor the Dark side, but the Force itself (the way it should be). My theory is they could be a secret faction that serves the purpose of bringing balace to The Force by purging the galaxy of Jedi and Sith (the far extremes) before they become too powerful. I think it would make sense if they appeared in KOTOR 3 if it was ever made (I know I suggested TSL could have ended the saga but it's too late for that now, so a third game is in order).
