I find it strange he dissapears after Cerberus coup. Maybe he gets killed... or maybe he was dragged in another project...
But that only works if the Ark leaves during ME3 before the ending
There are quite a few on the Citadel that disappear after the Coup, so they could be there if, say, the departure of ARKs is staggered throughout ME3. Matriarch Aethyata and Barla Von to name another two in addition to Osoba.
Prior to ME3 - Pretty much any of the shopkeepers in ME1 and ME2, with the exception of Harrot - who turns up in the ME3 Omega DLC and Ereba (Charr's wife).

Another backup copy of Legion, similar to the Geth VI from ME3.
It would be very in-character for the Geth to have crunched the numbers and realised they might be destroyed in the Milky Way, either by the Quarians, Reapers or another species in the future. Perhaps as a contingency, they sent some of their number to Andromeda (and/or other galaxies) to ensure their survival in case the worst came to pass.
If the ME trilogy is anything to go by, a certain scientist / business woman / shadow broker asari will find her way into the game. Probably using that pod in ME3 to talk about "The Shepard".
