I wouldn't be surprised when Rear Admiral Mikhailovich (as commander of the First Ark Flotilla) made a surprise inspection of the Tempest.

He's dead after ME1.

But I don't think you'll see anybody from ME1-3.

People we meet early and never meet again later in the games. 

 

We know they took off before the ending of ME3, either when the Asari Councilor had to attend preparations for the future, or before the start of ME3.

 

I'm thinking it was before start of ME3 and they left well before the start of the construction of the Crusible.

I suppose there are some people that could be on the ARK with us, however , outside of the ARK there are only two races that could live long enough to potentially find other means of making it to andromeda after the events of ME3.. Asari and Krogsn.. Aria would be cool, but she's already pretty old.

Theoretically, as potential colonists were asked to "volunteer", any ME1-3 characters not in the Normandy can make a cameo appearance. Some specialists probably have a small NPC role as well.

For example:

Who is the Tempest's doctor?

 

Those that were in the Normandy obviously are not in Andromeda.

There weren't two characters that I despised more than that mother and daughter in the whole series.  What a totally unlikable pair.

 

I agree that they weren't all that likeable, but then again they end up opposed to the even more unlikable Jeong.

Who as his name suggests, missed his alarm call and/or took too long dawdling out of Dark Space.

 

By the time Sluggard eventually showed up, the Reaper War had been over for decades and he was the only one unaffected by the RGB endings. As the only "true" Reaper left, he saw the Milky Way as too much work to not worthy of the Harvest, so he Rage Quit the galaxy in protest.

I don't really expect any old NPC's to show up in Mass Effect: Andromeda, but I was still wondering which ones could show up. Technically.

 

Let's say the colonists leave between Mass Effect 2 and Mass Effect 3 (which is a big guess). The NPC's can't die in any way (poor Gianna Parasini) and can't be in the Milky Way during the events of Mass Effect 3 (not even an e-mail). Who is then left?

 

So far I can come up with:

 

Dr. Lizbeth Baynham (but I was wrong! she is mentioned in ME3. thanks capn233)

Knows about leadership, can have some higher rank with the Turians

these characters are of great unimportance, Conrad Verner is the hero Andromeda deserves, but not the one it needs right now.

absolutely no-one.  Even from the long-lived races.  As any and/or all of them could be dead depending on player decisions esp if the ARK leaves before the end of ME3.  Which is the most likely.
