OK, here goes. They try to hit on you, but each time failed, so far. So they go and make new account to try again "Groundhog Day"-style. Now that you know, you use it to your advantage and I receive a little cut from your extortions.

Lol you're so wise, this must be the most correct answer so far :D

Yes, it more or less double your damage to organics, + the stun effect to the floor on health.
No idea if u still stun goons for a while without it though

And this is why it is my most hated evolution in the game.

The double damage vs organics is just too good to give up, far better than recharge speed could ever be.

However, I hate the stun effect, the normal stun is just fine for headshots, but the neural shock stun is stupid and instantly puts them on the ground, generally preventing headshots. The power has enough CC without it, it doesn't need to slow kill speed as well.

These two effects should've been seperated into the two rank 5 evos, would've made Overload a much more interesting power to spec.

On topic, Phantoms have all sorts of weird bugs and glitches, even more so than most enemies in this game.

Peddro's, Thyw's, etc work was phenomenal and absolutely amazing, but it should be taken more like an explanation of what should happen on average than what actually happens for real. Especially against Phantoms, BRUTES, and Ravagers. At least that's my experience.

I know I've OHK'd Phantoms with a bodyshot from a Javelin so many times while using a build that can't do that on paper. I've got a bunch of them on video too. I just put it down to glitches and bugs, honestly.

I think u only can reduce the on host DR,  but that s no damage boost, especially when she s not bubbled.

Might have a power passive evo somewhere :D

Well, I actually think you can get a damage bonus if you go in the negatives with the DR value. I should... Experiment... With that

And that's how they get you with each new version of the game. More unlockables, more RNG, more DLC AND RNG on top of that.

Not me, man. I'm here for the fun ™

Clearly the best and most infightful answer yet.

Look at it like this: there must be some drawback for having your damage doubled against 75% of the enemies in the game ;)

If you're playing Gold+, how many headshots is Neural Shock really going to affect though?  Once you get past the first couple of waves, almost everything has shields or barriers.  I rarely run into problems where Neural Shock makes it harder for me to kill something.  And the additional crowd control it provides can be useful at times, especially if you're left to clutch a wave.  It's often a lot easier to fire off an Overload to drop an enemy who flanked you and give you an extra few seconds to kill a more dangerous enemy without catching any additional fire.

Yes, maybe it would have been better as two separate evolutions.  But considering how useful it is, I feel bad complaining.

It's called "skill" or "hand of the goddess". The Chosen Players don't play on paper, but credit where credit is due to your humbleness. That's what distinguishes the divine player from the lowly peasant.

Lol! Thanks for the kind words, but I'm afraid I'm not that kind of player...

Unless I'm playing a Drell, or I've got a Claymore in my hands B)

Then I'll gladly provide you with some ****** miracles ;)

Deerber is right re Phantoms, they have the most wildly varying damage reduction values depending on their movement type. Not sure it's ever been fully defined

It has been perfectly and simply defined: It is BS.

I prefer hosting, and Phantoms suck on-host. They are the only unavoidable on-host-only problem on PS3. Only way to avoid them is never play Platinum, or Cerberus. I could live with the no-CerBS thing, but not the no-Platinum thing, that would suck.

Most of my characters have to be built with an answer to phantoms as an important part of them, which often means either more weapon-weight, or gimping evolutions.

Stuff like this is why I will never be able to take Bioware seriously again, they have a history of releasing a buggy mess, and leaving a buggy mess when they stop support. Even Ubisoft isn't as bad (and they're pretty bad). You can try and blame EA, who we all know are the industry leaders in money-stealing, but Bioware has been like that since before EA bought them.

And it's even worse against brutes. There's a vid around of Feneckus OHK'ing a Brute with a headshot from a GI Javelin, and that shouldn't be possible with the consumables/build he was using. That puzzle never got cracked, I think.

Damage against certain enemies is just unstable.

However, if you can reproduce the bigger damage 100% of the times, then it's likely something else...
