If its a council project the Asari would probably want to bring along as many races as possible, given their philosophy.

Also, they presumably wouldn't want to leave their mates and fathers behind.

I think this will be the case.

Bioware has a reputation for being very responsive to fan wants. For whatever reason their games attract many mentally SJW liberal types.

As far as we can tell it's just volunteers. There's four visible arks and possibly 12 arks. There's plenty of room.
