Are you sure you have that spelled right? I don't recognize that as a quest name.
There are East Road Bandits and The Mercenary Fortress.
If that's what you mean, they are in a specific place on the east side of the map, near Dusklight Camp.

Oh, sorry, not a quest, just enemies called "outlaws" they are suppose to drop lustrous cotton.

Head for the Mercenary Fortress in the SW corner of the map. Pick off the guys standing around outside, then go away for a bit until they respawn. There are more in the general area. Don't go inside the fortress until you have what you need, since killing the outlaws there will finish the relevant quest and stop the outlaws from respawning.

They are spawning in Hafter Woods from time to time. If you go from your camp to Mercenary Fortress or to the Astrarium, Outlaw Lurkers specifically spawn quite often (but not guaranteed).

Cool. Thanks, I just wanted a few early for my low level crafting. They sell them at Black Emporium now so it's no biggie. My new party is starting to shape up.
