I mean im about to start bleeding from my nose after countles houers of planet scanning. That **** is brutal. Whoever thought it could be fun should get a kick in the ballss! Dier lord give me endurance to keep on scanning!

They will not transfer to ME3. You only need enough minerals to purchase your research upgrades.

You'll get a varying bonus to your warscore for depending on the resources you have left on the Normandy at the end of ME2. It ranges from 10 to 100 but the problem is it can be kind of buggy and I dont think anyone has pinned down the exact numbers required to get the max score.

They will transfer. Depending on how many you have, depends on how much war assets you will receive. it can be 10, 25 or 100.

 

As said above, getting 100 assets is buggy/glitchy. I've only done it once. I did the exact same in another playthrough, but only got 25.

 

If you're wondering, you need 100 000 of each mineral to get 100 war assets.

This may be a rumour, but I have heard that excessive planet scanning is a symptom of early-stage Indoctrination.
