I purchased the ME2 Digital Deluxe Edition through Steam.
After setting up my Cerebrus network access, I downloaded the two available DLC installers. Both get stuck on the "Preparing to extract _____ .rar" step and stop responding.
I also can't run the Mass Effect 2 Launcher, and thus can't get to the configuration utility and whatever else is accessed there.
I previously purchased a collector's edition copy from Amazon, which wouldn't install. The installer and the ME2 launcher both display the same error message, "The internal settings seem to be corrupt."
I'm running windows XP SP3, although I didn't realize SP3 was a prerequisite and installed it after installing the game. Other specs:
Video Card: NVidia 8800GT, driver version 186.18
DirectX: 9.0c
CPU: Intel Core 2 Duo 3.0GHz
RAM: 2GB
ME2: DLC won't install, ME2 launcher crashes

Hmmm... Try disabling your anti-virus for the DLC installation session and see if that helps.

I don't have any anti-virus software installed.

Hi, I have the same problem exactly. Thanks for writing down the other solution, but I would like to know, why it is does that. About month ago, all was completely all right, ME1 and ME2. Now launcher of ME and ME2 won't start, and gives me XML 404 error. And the Firewalker DLC instalation crashes at rar opening.
I think, its a problem with something in OS (I have Vista HP SP2), because its happened just like that, and I dont remember that I changed anything with the game, except installing tha 1.01 patch for ME2.
Until now, all worked fine, DLC installations too. Its a complete mystery for me. I didnt change anything in my OS or Register files, or install some new programs like Anti-virus, firewalls, or at least I dont know if I did:)
Considering to go back with backup point. If I do that, I let you know, if something change. If it does..problem must be wihtin OS.
