Isn't it a little odd that nobody minds Liara's spying?

I think the LotSB terminals contain information the old SB collected, not Liara. Liara probably reads your mail in ME3, but Miranda did this too.

 

I agree. Those terminals contained info collected by old SB. Liara just lets you look at them if you are so inclined. There is no indication in the game that Liara spies on the Normandy or the crew except things that she inadvertently learned looking through old information collected by her predecessor.

Besides outright stating that she "sees many things in her new position" in reference to Shepard's blossoming relationship with Tali?

 

The thing is, when someone like Liara becomes so accustomed to invading people's privacy as her job, it's very easy for that line of "this is going too far" to become very distant. With all her spying, I really don't think Liara ever says to herself, "No. This isn't right. I'll respect their privacy." There's enough evidence of this. What I mentioned above, the case with Jack in the OP, the fact that Liara knew all the details of who Shepard was looking for on Illium by memory, etc.
