This quest has me puzzled. I thought you went through a door next to the merchant in the keep, and it led you to  the building on the dam.

 

So, how do I get to the building on the dam-not finding a way to continue the quest at this point.

Go through the keep door and continue until you end up outside. Then follow the path to the dam. There is a building on the dam and inside are the controls.

Ok, thanks. Missed the path the first time I went outside.

It's also confusing because there are two doors. The wrong one leads to something good and something bad (Snowball).

Just make sure the right quest is active and follow the quest marker to the right door.

Also, bring lots and lots of healing to Still Waters. You'll probably need it.
