He's ok competency wise but the most boring soldier to me, long competing cooldowns, no cc beyond guns, low shields, only time I use him is for occasional infinite spitfire lulz
You are looking at him as a solo player playing in a group not a team member of a group Tac Scan is such a huge benefit to the group. Yeah cool downs are slow but if you have a one of these guys in your group that knows what he is doing you can kill things much faster.
