I believe it was designed to be campy and silly, intentionally, as a contrast to a.) the game's dark, tragic overtones and b.) as a rebuttal to the wave of Internet Nerdrage that swept over BioWare when some people disliked the ending to Mass Effect 3. I believe it was meant to be a retrospective and humorous look at the characters, because some people were displeased at [what some players felt was] a lack of closure to the trilogy.
I didn't care for it, personally, the first time I've played it. I thought it was overdone, SyFy-level cheese and corniness.
However, I've since come to enjoy it quite a bit, and I appreciate what they were going for with its theme.
But it's not going to be for everyone.
