Greatest of all time is subjective. That is the point. There is no objective measure so therefore your claim that no one can find those three games listed as the GOAT is simply wrong.

The entirety of searching the swamps to rescue the captured scouts
The Western Approach is not only filled with quests completely optional and more than "pick herb" but is also filled with a plethora of storytelling that requires the player to actually pay attention (actually, can be said of all areas, let alone optional ones)
The numerous agents you can recruit if you pay attention to the notes and clues in the world, let alone quests directly given to you
The customization of Skyhold (from the windows all the way up to the courtyard/tower/garden choices)

Seriously, it is not hard to come up with a list to debunk the tired claim that DA:I is empty. It isn't. It just isn't spoon fed to the gamer and it has become increasingly obvious a lot of the posters making that claim just can't handle that style. But I suspect you'll just do what every other poster that gets challenged so easily and quickly with this does and dismiss it all and claim I'm just wrong because... no reason, just because you say so.
