Damping: Does it actually disable enemy tech and biotic abilities?

Short answer: Yes.

 

Long answer:

The description for Damping says it can shut down (temporarily disable) enemy tech and biotic abilities. It also says that it increases enemy tech and biotic cooldowns.

 

For a long time, I was under the impression that Damping did not actually disable enemy tech or biotics, but only increased the cooldown after they were used. I got this impression after using Damping on enemies. only to have them use their tech or biotic abilities moments later. This occurred on a few playthroughs. I finally decided to use it in a fairly controlled setting to see if it actually did disable enemy tech and biotic abilities as advertised.

From what I can tell, Damping does disable enemy tech and biotic abilities, but only for a few seconds. However, the more you use it on an enemy, the longer the enemy's biotic or tech attacks are disabled. 

 

It took me a while to figure it out, but in the video, you eventually see that after damping some biotic enemies, they attack me with their biotics a few seconds later before my Damping is off cooldown. But after a second Damping, I can keep their biotics on cooldown almost indefinitely as my Damping cools down before their cooldowns are finished.

 

 

Final thoughts: I still think Damping is a waste of time. It's passive bonus -- increased radius for Sabotage, Overload, and Damping -- is a little more useful than Damping itself. Its initial duration is too short to be useful in my opinion, and that is with a lot of cooldown bonuses. i usually run Kaidan and Liara most of the game, and I can disable a lot of enemies with their biotics instead, and their biotics are generally more reliable.

Hmmm.  Damping might indeed be stacking on itself.

 

It is supposed to stun for 3 seconds, so that amount of time they shouldn't do anything if they are affected by the stun.  As far as I can tell, looks like it is elongating cooldowns.  The giant group at 4:42,,, hit at 4:45 stand for a couple seconds, then you Sabotage them at 4:52 so they all pull out the Biotics at 4:54, and hit with Warp.  Chain ragdolls at 5:00.

 

I had finished an Engineer this week that had been in limbo for 2 years.  Tried Damping a bit in BDtS.  It was hard to tell what exactly it was doing when I was in that mission, although the end result was some reduced power use.

I know it does stun weak enemies like Husks and Thorian Creepers etc briefly. Very briefly. Stronger enemies seem to shrug it off though.

As for disabling Powers and extending Cooldowns, I've found it to be a little hit and miss in my experience.

Dampening is great on biotics. Just shave their HP quickly.
