Personally, I would prioritize Ice Armor over Mana Surge, and make sure Ice Mine is upgraded to Chilling Array (Trespasser required).

 

 

On a serious note, I only use Chilling Array if I do solo playthroughs or if I am not using an warrior tank or if I am playing as a Knight Enchanter. Otherwise, I don't use them.

 

Tanks like Cassandra and Blackwall exist for a reason - To be used as effective distraction and meat shields. Players should learn to use them.  

 

Also, for mages like Rift Mage (I play as a ranged caster), I prefer Winter's Ruin over Chilling Array. Having a 1000% cold damage ability is good because otherwise, you are only stuck with Frost Step for cold damage. 

 

For a ranged caster + proper tank setup, I prefer to use things like Ring of Doubt or Waking Fortress masterworks or Heal on Hit masterworks for defense.

That's all fine for a second PT, but this thread is for first-time players before Skyhold. They aren't going to have those things.
