It's basically reload canceling done with a power. You start a reload and then charge exactly when "rounds" go in: The same can be done with Havoc Strike.

Hold the fire button and reload-cancel with Charge (watch the ammo counter; if it updates, you can cancel the remaining animation with any action).

If you still have ammo, you'll fire immediately upon arrival if you hold the button.

Yeah, it works for a lot of powers.  Just start the power immediately after firing the last shot in your magazine.  I think you might be able to do it with some heavy melees too, but I've never really gotten it right.

 

The shorter the reload time of your weapon, the more powers you can do it with.  With the Talon, you can do it with Singularity and even Warp sometimes using the Human Adept.  If you do it right, you can literally be firing biotic explosions and gunfire constantly without ever having to reload.  Flamer works on pretty much every weapon because it's such a long power animation.  

 

The best (in my opinion) is Ballistic Blades with the Claymore.  It's great for taking out crowds of enemies, where the Claymore usually suffers due to slow firing rate.  Just shoot the Claymore, fire Blades, and you will be reloaded automatically and ready to kill another enemy while they are staggering.  The explosive Blades provide yet another stagger to let you reload cancel and take out a third enemy.  It's awesome if you can get it right consistently.

This was something I just never noticed until recently, and it seemed like some inexplicable and fantastic blessing when it happened consistently with my Kroguard.
