Without knowing what mod you're talking about, and the exact full path to the "\override" folder you created, there's no way to help.

I remember seeing DAO/Ultimate on sale so let me confirm the information...
1. You purchased and successfully installed Dragon Age Origin/Ultimate edition
2. You have successfully installed mods that are .dazip files
3. You are having trouble installing mods that are NOT .dazip files because the override directories do not exist
If I am correct on those three points, all you need to do is create the folder structure manually in the Windows OS then install the "not .dazip" mods as usual.

The path to your override folder should look like this:
My Documents\BioWare\Dragon Age\packages\core\override

I'm surprised you have no override folder.
Did you even launch the game for the first time yet? Because it won't be there for me until I do.

This.
I have installed the GoG version. If I delete the Override folder, it gets recreated whenever I play the game.
To the original poster. Do the following.
Maybe you have some strange permission issues, or relocated "documents".
Delete the override folder you created.
When you start the game choose "Run as Administrator". Then it should create the folder even if you have some strange permission issues.
If you don't see it. Do a drive search for "override", maybe it isn't where you think it should be.
