So... here's my problem: I want to get Celene and Briala ruling together and I missed the first two hallas statues in the beginning. Some of my saves were corrupted and I lost a lot of hours. Now I have to start right before talk with for the first time with Leliana in the Winter Palace.
Is it still possible to achieve that specific end? I don't care about complete all other related quests at this point.
You can. There is a door in the Empress' private quarters which you will have to open, with a chevalier tied to a bed inside. However, there aren't enough halla statues to open them all - so you either get the loot behind the earlier doors, or you get this door and you can have the peaceful ruling.

There is a PC mod to make each door only take one statue. Not sure if you said console or PC though.
