The Harlequin tag subquest is driving me crazy. I can find them easily enough but catching them seems impossible.When I sneak up, they run away, when i run right at them, they run away. Can anyone tell me SPECIFICALLY what I need to do to catch one?

Not really, because the behavior is slightly random. For example, the harlequin that appears in the same spot has a different facing each time, so any advice to sneak up on the waterfall one from direction X is going to fail some amount of time.
You just have to keep at it. Listen for the audio clue. Make sure that when you spot them, they aren't looking in your direction, even at an angle. If they are, forget it, just reload. You need to come upon one that is not looking at you.
There's disagreement on whether you have to walk slowly towards them, because noise spooks them, or you can just run. I tried walking and I tried running. Sometimes they both worked, sometimes neither worked. It did seem to be true that the last step or two needs to be running.
Rotate through the spots. Don't just wait at one, you'll get bored and then you'll get sloppy. I had the most success with the one near Blackwall, the three near the baths (the waterfall one you can get by jumping down from above), and the one in the central courtyard. I could never get the ones off to the sides, they always face towards you.

My last game I staked out a spot next to the craft area (in the shade, on the side farthest from Blackwall) and just waited. I got 3 there and two around the corner down the stairs. Took maybe 30 minutes total but I did it in a few sessions. My previous 3 games before that, I got none. So, yes, total RNG and luck-dependent.
I have no proof it's related, but I had an easier time on normal than I did on hard or nm. Maybe try lowering the game difficulty and see if that helps? It might also be easier with an elf since they hardly make any noise while they move. Contrast that with my qunari who clomped everywhere, despite being a stealthy rogue.
