I would assume so since it's not like we can just dump everyone on the first habitable planet we come across.  Though I suppose we could leave most in cryogenic stasis and wake as settlements are created.

Surely the ARK is the hub, and we'll be zipping back and forth to it throughout the game, dropping ppl off to establish colonies as we go?

Well, considering there are at least three Arks, maybe they mean visit all three?

 

Personally, I, suppose, as an extra in the game, visiting the Ark(s) would be okay but not as part of the game itself. I'd get tired of touring the large SOB pretty quick.

IDK, that would be pretty funny. It would be entertaining to drop a few Krogan down on some Andromeda aliens planet.
