I've gotten to the point where Miranda asks if I'm interested and says she'll be by when things quiet down. This has been this way for a long time. I've recruited four or five team members since then and gotten the IFF. Is my game bugged?

This is the last dialogue you get from her...I'm assuming you already did her personal quest, because I think you couldn't get this far with her otherwise...

It is, once she says that you are all set. She will stop by before the last mission.
