I have a new letter from Hackett titled "Special Ops" and he says to head to a Cerberus lab on Sanctum.

 

But I cannot find this mission in my Journal. Therefore I don't know how to get (back) to Sanctum without going online to look it up. The in-game Codex does not say in which system to find Sanctum.

 

And I have already completed the N7: Cerberus Lab mission. This letter came after I completed this mission.

 

So I'm confused about this Special Ops letter - can anyone tell me what's up?

That just means you read the message after you already completed the mission. It is not in your journal, so there is nothing to worry about. You cannot go back to a mission you already finished.

 

Continue with your game normally.
