No, Leliana knows full well where the Warden is if they were in a romance with her and likely what they were doing immediately prior to DAI if she was not. She is interested in the Wardens because of her close associations with them during the Blight.
The writer of the letter would appear to be someone she left in charge of her residence, likely the one on the Waking Sea that she returns to later but if not, then another place that is her personal base.
