The writing has been on the wall for awhile. A lot of people predicted this was in the works based on official neglect / lack of dev participation here compared to a couple years ago, official announcements being made on Twitter instead of the BSN, and the shuttering of Off Topic.

Basically Twitter and Facebook cost Bioware nothing, and allow them to reach more fans than the official forums. That Twitter and the like are a lot less negative than official forums generally, also probably plays into it. Twitter includes lots of casual fans who are also following other gaming companies, and not just the diehards who obsess over every bit of ME or DA lore, like the sorts who bother to register on official forums.
