I think I can give you a little insight into that :
SWTOR is a very distinct project from the rest of Bioware, they had separate forums, separate logins, a lot of separation because it was an MMO primarily developed out of our Austin Studio.
Edmonton specifically (I can speak to it because there is where I work) doesn't deal with a lot of SWTOR stuff, but we did manage the BSN, the new forums, and DA Keep. Dragonage/Mass Effect/Bioware websites tended to be grouped together because its our team in Edmonton that was primarily responsible for them, things are different for SWTOR because they had their own team.
I know its not much information, but hopefully it explains a little bit why things are handled differently for SWTOR.

As a sidenote, several redditors in that thread and in others have a pretty negative attitude about BSN folks. The words "toxic" and "crazy" are used pretty consistently. One of the Bioware folks posted this recollection:

I think it's par for almost any release especially if a studio's games have evolved.
I once had someone tell send me a PM that I should have been aborted as a fetus to ensure competent QA worked on DAO, so that was special.... haha.
I'm mean, all this strikes me as ironic, since Reddit subs have a rep for being toxic and crazy. And obviously a lot of the negative BSN rep is ancient history, DAO's release for Maker's sake, but a lot around DA2 and ME3 community outcries also.
I have to say, the /r/dragonage sub is pretty well moderated and the overall tone is pretty positive and constructive, pretty much on a par with at least the DAI forums of today.
It makes me sad that ancient history might prevent these two communities from coming together peacefully.
