The real nature of Spectres.

   So, from what I've gathered, Spectres are a far cry from what you'd call top intelligence agents/spies. Aside from ambient noise newscast in ME3, announcing that there'll be "a separate ceremony held for Spectre inductees who'll be operating undercover" there's little to no evidence that Spectres do any intelligence gathering/investigative work, above what one would expect from a PI. And their license to kill doesn't do them any favors there, I mean why would you bother going through the trouble of planning an undercover op to gather information when you can simply threaten to execute the person of interest on the spot and get the needed info that way?! Nothing that suggests even a hint of tradecraft. Just get there and ensure that our political interests are secure, by any means necessary(which more often than not means killing a ton of people).

 

   What I'm getting at here is, that the kindest description you could give to the Spectre's job is: "Exceptionally trained special operative that enforces the party line". In that respect, they operate more like the mafia hitmen, that the bosses call in from out of town when things get really heated up, or they need to take out the high priority target. Seriously they're like government sanctioned thugs.

 

  The following is the direct quote from the in-game codex: "The assignment of a Spectre is often less contentious than a military deployment, but shows that the Council is aware of a situation." In other words, when the council deploys a Spectre to the theater, it's like a warning shot. Keep on the current course and we'll order a hit on you.

   

   Also, the council has the perfect deniability, in case one of them causes too big of a scandal. They just disavow the schmuck and throw him under the bus. And for all the hype and fuss around the Spectres, they should be pretty easy to come by if one of them gets killed, I mean you've got the galaxy-wide menu of top military operatives to choose from.
